Only 17 service sectors are allowed to operate during “total lockdown” effective 1st June 2021 – Minister Ismail

PUTRAJAYA MAY 30: Senior and Defence Minister Datuk Seri Ismail Sabri Yaakob urges the people regardless of race, religion and political ideology to fight against COVID-19 as it is a “war” where everybody is involved.

“With self-control, we can repeat the victory in the war against COVID-19. The pandemic is not a myth or a created story. We should learn a lesson from Malaysians who have lost their beloved family members due to COVID-19 infection,” Ismail said in a press conference held here today with Director General of Health, Tan Sri Dr. Noor Hisham Abdullah.

With the enforcement of the full lockdown, Ismail said, the permission letter to work and inter-district/state travel will not be valid on 1st June 2021 as all permission letters should be released from the related ministries.

He said, with the implementation of the “total lockdown” effective 1st June until 14th June 2021, all economic and social activities are not permitted except 17 service sectors.

The 17 service sectors include: 1) Food and drinks including for animals; 2) Health care and medication including diet supplements, animal care and clinic and veterinary services 3) Water 4) Energy 5) Security and safety, emergency, welfare and humanitarian aids, 6) Management of waste products and public cleanliness and sewerage 7) Transportation via air, land and sea 8) Services and port industries  9) Communication including media, telecommunication and Internet, post and courier and broadcasting with the aim to disseminate information and news 10) Banking, insurance, takaful and share market 11) Credit community 12) E-business and information technology 13) Production , refinery, storage, supply and distribution of fuel and lubrication 14) Hotel and accommodation (only for quarantine, separation, occupation for services  and not for tourism purposes) 15) Building, maintenance and critical repairs 16) Forestry services (limited to enforcements) and wild life and 17) Limited logistics for the delivery of essential services.

However Ismail said, factory sector is not permitted while the selected sectors are allowed to operate with 60 percent workers’ capacity.

Meanwhile under the commercial and distribution category, Ismail said, all shopping complexes are closed except premises such as super market, hyper market, department store having a section for food and drinks, basic needs, pharmaceutical shop, body care, multiple shop, mini mart and restaurant only for packed food and delivery to the house.

Ismail said, other services permitted to operate include fast food restaurants, stalls and food outlets, dobby shop (including self service), shops for animal care and food, spectacle shop and optics, hardware shop, vehicle workshop, maintenance and spare parts,-e-business (all kind of products), wholesale and distribution (all categories of essential product services only).

Ismail said, all the business sectors are allowed to operate from 8.00am until 8.00pm only.  

Meanwhile the standard operating procedure (SOP) for the MCO includes, only two persons from a house can go out to get food supply, medicine, diet supplements and basic necessities. A maximum of three persons including the patient are allowed to go out to get health care, medication, screening test, security and emergency in a radius not more than 10 kilometre from the house.

“The number of passengers in a taxi and e-hailing is limited to two persons including the driver and passenger should sit at the back,” Ismail said.

Regarding nurseries, private kindergarten, kindergarten at private school, international and expatriate and mind development centres for children aged 4 until 6 are not permitted to operate except for front liners and both parents are working.      

For prayers (solat) Ismail said, not more than 12 committee members of the mosque/surau are permitted and other activity is not allowed.

However for the Muslim “marriage akad”, is only permitted to be held at the Office/Islamic Religious Department with the number present following the state religious authority’s decision.

The activities in the worship houses besides Islam is limited to the maximum of 12 committee members and the presence of worshippers are not allowed.

Individual sports and recreational activities are allowed in open areas and limited to jogging and exercises only by adhering to physical distancing not less than two to three metres around the neighbouring areas and subject to the movement control order that is currently implemented. –Malaysia World News
